In the first two decades of the twentieth century, the Ontario government began removing from separate boards any grants or powers to tax for any grades beyond grade ten. In 1928 the Privy Council judged that the government had a constitutional right to do so. In the 1960s the Catholic bishops and trustees lobbied intensely for a restoration of the right to operate high schools with grants and taxes. In 1971 Premier William Davis responded that there would be no change in government policy. In 1984 he announced that the separate school system would be extended to grade thirteen. This article examines the motives for his change of mind, the methods the separate school system used to effect the survival and expansion of their high schools between 1971 and 1984, and the involvement of the premier's staff and the Catholic bishops in the careful planning that prepared for the 1984 announcement. Dans les deux decennies du vingtieme siecle, le gouvernement ontarien a commence enlever aux conseils scolaires catholiques le droit de recevoir des subventions et de percevoir des impots pour toute annee scolaire apres la 10C annee. En 1928, le Conseil prive a juge que le gouvernement avait le droit constitutionnel de ce faire. Durant les annees soixante, les eveques catholiques et les conseillers et conseilleres scolaires catholiques oat fait des pressions soutenues pour retablir le droit de gerer des ecoles secondaires l'aide de subventions et de taxation. En 1971, le Premier ministre William Davis a declare qu'il n'y aurait pas de changement a la politique du gouvernement. En 1984, il a annonce que le systeme scolaire catholique serait continue jusqu' la treizieme annee. Cet article examine les raisons qui ont motive son changement d'avis, les metheods utilisees par le systeme scolaire catholique entre 1971 et 1984 pour assurer la survis et la croissance des ecoles secondaires, ainsi que le role du person nel du bureau du Premier ministre et des eveques catholiques dans la planification et la preparation de l'annonce de 1984.
